一波未平一波又起。在中國皮鞋業即將於3月31日“刑滿出獄”之時，歐盟又對中國陶瓷反傾銷調查作出初裁：1500家陶瓷企業被徵高達73%的臨時懲罰性關稅。歐盟相關文件顯示，臨時性關稅執行半年，9月17日將最終決定是否徵收為期5年的正式反傾銷稅。

在這份歐盟的官方通報上，記者看到，沒有一家中國企業獲得市場經濟地位，但廣東新潤成陶瓷有限公司、山東雅迪陶瓷有限公司和廣東唯美陶瓷有限公司等3家中國陶瓷企業獲得個案處理，稅率分別為35.5%、36.6%、26.2%，合作的但是沒有被抽中的企業稅率為32.3%，其他陶瓷企業為全國普遍稅率73%。業界用“九級地震”來形容這次反傾銷調查對國內陶瓷業的影響，若陶企被徵73%的關稅，預計半年內出口到歐盟的瓷磚總量會銳減70%，直接受影響企業超過80%，其中15%的企業將面臨關閉。
據悉，去年5月7日，歐洲瓷磚生產商聯盟向歐盟委員會提出申請稱，對比美國市場上的價格，中國瓷磚在歐洲市場上的售價過低，導致其在歐洲的市場份額大增，對歐洲同類廠商造成不利影響，要求對中國瓷磚採取反傾銷措施。
無獨有偶，持續了近五年的歐盟對中國皮鞋的反傾銷調查也是由於中國皮鞋的低價競爭影響了南歐製鞋企業的利益。從2006年10月起，歐盟正式對從中國進口的皮鞋徵收反傾銷稅，稅率最高為16.5%，這使得福建近300家鞋企每年損失達6800萬美元。
南京大學商學院教授宋頌興接受《國際金融報》記者採訪時表示，低價模式是中國很多產業屢遭各國反傾銷調查的主要原因，也是中國製造業的軟肋。
業內人士指出，此次反傾銷調查，加上近來陶瓷色料所需原材料暴漲，使得行業發展遭遇雙重夾擊。不過，企業可將此次反傾銷看作倒逼機制，促進行業轉型。

事實上，不止是歐盟，從美國等發達國家到巴西、阿根廷等發展中國家，從陶瓷、皮鞋、橡膠製品到新能源產業，近年來，國外反傾銷大棒一次次向中國企業揮舞，這無疑讓中國製造“出海”之路鋪滿了荊棘。
有官方數據表明，2010年以來，共有14個國家和地區對中國啟動了41起反傾銷調查。反傾銷調查涉及領域主要為電子、紡織、化工、建材、輕工、冶金、有色金屬、造紙和金屬製品9個行業。歐盟此次對中國陶瓷的反傾銷立案已是10年間的第六次反傾銷調查。
宋頌興告訴記者，反傾銷案的根本原因在於，中國的市場經濟地位一直不被世界貿易組織(WTO)所認可，因此調查的過程會被採用第三國方式來計算。“一方面中國需加強創新來提高產品競爭力，佔據在國際市場上的主動權，以產品品質而非低價取勝；另一方面，中國政府應首先爭取國際上的市場經濟地位，同時調整出口產品結構。”（來源：國際金融報）
